State Hazard Mitigation Plan


Louisiana’s Hazard Mitigation Plan (SHMP) was approved by FEMA on March 27, 2019. The 2019 SHMP update to the previous State Plan continues to build on Louisiana's commitment creating stronger, more resilient communities through hazard mitigation activities. The State of Louisiana's vision was to produce a hazard mitigation plan that is informative, educational and easy to read.                                                       

Valuable functions of the plan: 

  • Demonstrates the State's commitment to reduce risks from natural hazards.
  • Documents Louisiana's progress in identifying risks and mitigating against the effects of natural disasters.
  • Serves as a reference document for local government officials as they develop local hazard mitigation plans.
  • Serves as a reference document to Louisiana citizens

 

As a requirement of the  Disaster Mitigation Act of 2000 (DMA 2000), the State of Louisiana in order to receive federal funds for the following disaster assistance grant programs: Public Assistance (PA)--Category C through G, Fire Management Assistance Grant (FMAG),  Hazard Mitigation Grant Program (HMGP),  Pre Disaster Mitigation (PDM) and  Flood Mitigation Assistance (FMA) must have an all hazard mitigation plan in place. Louisiana continues to fulfill this requirement by our SHMP in place.

The 2019 State Hazard Mitigation Plan was coordinated by the State Hazard Mitigation Planning Committee (SHMPC) in collaboration with faculty, staff, and students at Louisiana State University and University of New Orleans.
